I’m wondering if this would apply to me at all. My PGWP will expire in May 2022, would I still be able to apply now or if not when could I apply for the extension?
No you are not eligible. You still have a permit until May 2022 so the program may change and you are only eligible if your permit is expiring within the next 4 months.
