PGWP new rules ?

Hi, my niece recently just graduated from her 2 year paralegal program at a DLI. My question is she applied for her study permit well before November 1 2024, does the new rules for her to do new testing in English proficiency still apply? Or is that just for study permit applicants after this date ?

It's for PGWP applicants after Nov 1. New rules apply to her.
