My friend took the IELTS test and got an overall score of 5. However, she received 4.5 in one of the sections. Can she still use this for her PGWP application?

If friend took college program then needs CLB 5 in all sections. Friend needs to retake the test. Can try CELPIP. PGWP will be refused with current scores.
