PGWP ELIGIBILITY SAYS: RECOMMEND INTERVIEW IN GCMS? IS IT REFUSAL?

HI,
I had applied for PGWP from India, and after 8 month of waiting, I ordered for GCMS notes which shows as Recommend Interview under Eligibility. What does it mean? is this the path to refusal?

medical passed -Expired.
Criminality: Passed -BIO
