Hi, I am planning to apply for spousal permanent resident application (Outland). My Spouse currently lives in Canada and have post graduation work permit.
1. Can my spouse work legally in Canada after applying considering PGWP?

If you mean while your spouse continues to have a valid PGWP - yes, the PGWP won't be invalidated as a result of applying.
