PGWP - 1 yr Diploma from May 2018 to May 2019, followed by 1 Yr masters from Sep 2019 to Sep 2020

Dear Friends,
My cousin is enrolled in 1 year diploma stating May 2018, till May 2019. After that he wants to join 1 year masters program starting September 2019. So, effectively there will be a gap of 3 months between the programs.

Will he be eligible for 3 year Post graduate work permit?

I think below Clause might help in obtaining a 3 year PGWP (Provided rule does not change in next 3 years):

"If a student obtained a one-year degree, diploma or certificate from an eligible institution in Canada after having obtained, within the prior two years, another degree, diploma or certificate from an eligible institution in Canada, the duration of the work permit may be up to three years"

"Maybe up to three years". Normally, they approve for 2 to 3 years depend on many aspects.
