I have talked to this agency in the Philippines, CPNIS and I was informed that my occupation, Human Resources, is in the list of high demand occupations in Canada. They promised me a Permanent resident visa as long as I can submit the required docs and pay their fees of course.

Has anyone had a similar experience? Does it make sense to have a permanent resident visa in Canada if you don't have a job. I'm hearing that some of their clients are already there in Canada.

It is possible, the Federal Skilled Worker program allows for qualified people in certain in-demand occupations to apply for PR without a job offer.

Human Resources is not on that list.

The majority of Provincial Nomination Program require a job offer first, though I believe there are a few exceptions. You will need to ask the agency for more details about what province they are possibly referring to.

I would advise you to be wary of any agency that guarantees an approved visa.
