PLEASE, I HAVE A SCORE OF 406 based on my free assessment of express entry profile, but my concern is that from all the draws of 2017, l have seen so far the minimum CRS score is 415.
But l have family friends who applied for express entry this year with a score of 350 plus but not up to 400, but was given ITA after three months of application, some of them after one month of application.
My question is possible for CIC to take candidate with scores below the minimum CRS score for a given draw. Also with this my 400 score ,can next year work. Thanks in anticipation of your earnest reply.

No - CIC will not give ITA to someone with less than the minimum score.

Their must be more to your family friend's story. They may have applied through a provincial nominee program which would have given them an additional 600 points.

Thanks Scylla,
Please l am selling my property in my home country to embark on this migration pursuit to Canada through the express entry, especially in the aspect of raising my proof of fund.
Though l am a professional from a developing country,l want to ask you that is already a resident, looking at some of the stories l have had so far about job opportunities very hard to secure in Canada. Please does this step l am about taking ,really worth it from your own personal perspective and experience too.
Thanks for your understanding and kind reply
