I recall over hearing at a diplomatic event a US Consular Office saying how often visa applicants would argue about having return flight tickets as proof of ties whereupon he would tell them they collected a dozen tickets on a bad day from the visa post garbage as people tossed the tickets post visa issuance. If its a consolation CBP (US) are in a league of their own and CBSA (Canada) are on the whole a more gentle beast to deal with. They are more laid back and courteous so you are less likely to have hassle than if it were your fiance going the other way. Usually best for you to share visits where you do a trip then he does the next but not sure how feasible this is given his employment and nature thereof...its not always easy for military folk to get the next cheap internet deal on for a flight south of the border!
