Hello, I want to immigrate to Canada end of this year/ early next year. I am hoping to get a job in downtown Ottawa. I am looking to move to Hull, which is in Quebec ( just over the bridge). Am i able to do this and apply for PR?

Getting a job before becoming a PR is generally very difficult to do.
 
Uhh that’s generally how it’s done.. haha you apply for a job, work full time for a year and then apply for PR.

Actually many people here obtain PR first. Canadian work experience isn't required to secure PR. And as already said, it's generally very difficult to secure a job before PR.

If you want to go with the job first, you'll need a work permit.

Unless you secure a job that is LMIA exempt, you need both a job offer and approved LMIA from your employer to qualify for a work permit. Or you have to be from a country and be the right age to qualify for an open work permit under the IEC program.

Have you secured a job offer in Canada? Is it LMIA exempt or has your employer in Canada secured an approved LMIA? Or alternatively, do you qualify for an IEC / Working Holiday Visa?
 
I don’t have a job yet, I’m waiting until I’m almost finished with my masters. I got my bachelors in Ottawa and have unpaid professional experience that equate to a year and a half and in August 2020 between two jobs I will have 1 year of part time paid skilled work experience (noc code B)

So you're on a study permit and eligible for PGWP. Essential information you should have shared from the start if you actually wanted sensible advice. But you kept it secret just to see what people would say?

No, I graduated in 2017 and my post grad work permit ended a while ago. I’m now in my masters, completing that in the states. I’m looking to immigrate permanently

Then it will be fairly challenging to find an employer who will go through the LMIA process, I fear.
