Permanent ineligibility for US Visa

One of my relatives was refused a student visa for US back in 2005 due to misrepresentation of bank statement resulted a permanent ineligibility. He was long been depressed. Now he wants to visit Canada for higher studies. Will he get a Canadian Visa if he gets an admission in a Canadian University with sufficient funding.

As I have no clear idea on the matter, please help me out of this.

No one can tell you if he will be approved. The fact that he was banned from the US for fraud will likely have a negative effect.

The fact is, at present he doesn’t have any document/information on the issue and also the passport. What should he do now?

If you are asking if he should lie about it, you are asking about committing immigration fraud. No one will help if that is the case.

I was asking a clue for the appropriate statement while applying for a Visa where he has no document/info regarding this.

So, he only can state the matter as there are no documents and clue available after a long period of time. I would like to know about the usual result in such case. What to do more in favour of getting a visa as my friend is very keen to pursue a higher study abroad.

There is no usual result. All he can do is apply and declare everything.
