Perfecting Appeal at Federal Court

Hello everyone,
I have this concern and need your candid advise. If one files a notice of appeal to the RAD without perfecting the appeal by providing the appellant's record to the RAD within the specified time limit, what will likely happen to the appeal? will the appeal be considered based on the notices of appeal or will the appeal be thrown away if not perfected?

If no time extension is granted, the appeal would be dismissed for lack of perfection. Will receive notice of decision, and reasons.

All I know is that when I had my claim appeal my lawyer was clear that we NEED to complete the appeal and send it before that date or else we will lose the appeal.
