Pending charges and work permit application

I have a friend who has pending charges in Canada and he applied for an Open work permit based on the little research I have done for him i found this link : https://meurrensonimmigration.com/pending-criminal-charges-and-immigrating/
In this link it is mentioned that pending charges in Canada shouldn’t be a reason for work permit refusal based on

He is waiting for his PRRA response so basically he can’t provide for himself without a work permit in the moment so he really needs it if anyone has an idea about this please advise now his work permit status says that they are processing background check also wondering how long it would take for the background check in this case

That link mentions nothing of the sort. It very clearly refers to the effect of criminal charges on H&C applications. Nothing to do with work permits.

He needs to inform IRCC that he has been criminally charged.

You should be working with a lawyer who is also aware of immigration regulations. How you pursue your case will be different than others who don’t have to consider wanting to remain in Canada longterm. How difficult it will be to remain in Canada will depend on your charges and any criminal history. Until your case is resolved your status in Canada is put on hold.
