PEI express entry Category without job offer

Hi guys,
I am a trying for PEI express entry Category. I don’t have a job offer from a PEI employer.
Where to get info regarding the number of invitations they issued for those without job offer in 2019, Cut offs, NOCs in demand etc. ??

Actually the issue with PEI is not about points. I have created my profile more than a year ago with 70 points but did not get invitation.

While people with less points but connection to the province got nominated. Connection is either education, relative or experience in PEI.
