PDOS FOR PARENTS SPONSONSHIP?

Does my parent requires to attend PDOS? They received their visa and few more weeks their departure to Canada. I'm not 100% sure if they one.

If anyone is leaving the Philippines to settle or stay longer in another country, in this case Canada. They need to get PDOS.
