PCC validity of 4 month old issued. Issue date is after applying for PR

Someone can help out the query. I try contact cic call center. But cannot reach the agent.

My sibling applied for FSW in June 2014 from within Canada

He also applied for PCC with Indian embassy, Toronto in june 2014.
The PCC get issued in July 2014. But we kept to ourselves as was not sure where to send
He got PER in October, now he got MR & Indian PCC request today

My question is will the July 2014 dated PCC is valid. It is now more than 4 months old.
Or will he have to apply for new Indian PCC from embassy to be given to cic Ottawa. I read this 3 months validity clause. So I am asking this question

If the Indian PCC was issued after the date of your application, AND is less than 1 year old, please submit it. It is valid.

If you submit your PCC along with the application, then it should be no more than 3 months old.
