PCC Toronto - without passport?

I had sent my passport for VISA stamping to CPC center Ottawa on Jun4th and still haven't get any status of it.
Meanwhile can i apply for PCC giving an explanation about my passport submission to Ottawa. is it acceptable? or should i wait until i get my original passport?

You do not need to submit original passport if you are getting PCC from Toronto. Only self attested photocopies of the passport’s first and last page to be sent to BLS. Check their website for more details.

*application form
*passport copy front and lst page
*work permit/stdy permit photocopy
*address proof license/bill ect.
