How much time its taking for PCC clearance from Vancouver consulate now days. I submitted my application on 4th its been around 3 weeks.

Did you apply through BLSI ? Then it's on an average 4 Weeks. But there have been cases aplenty who got much faster and also some who got it delayed long.
