For others that find it difficult to obtain a PCC it is possible to have the requirement waived.

My experience
- Lived in small south pacific country for 2 years
- Very difficult to contact police or consulate from Canada
- I contacted the local consulate to obtain the required form and fee
- Sent the form, international bank draft and return paid envelope to local police
- Followed up with numerous phone calls and emails but didn't receive PPC prior to lodging CEC application
- Included cover letter in CEC application that outlined what I had done along with documentation
- Received request to provide PCC from CIC
- Prepared statutory declaration outlining that I had no criminal record, what I had done to try and obtain PCC and that I had not received PCC
- Submitted stat dec and cover letter (via email) to CIC
- Advised 1 week after submission of stat dec that PCC requirement had been waived
 
Good to know the way you responded to CIC, this will indeed be a very helpful message who are struggling with their PCC.

It is a good sign that CIC has waived your PCC requirement, because probably they already know about the difficulties previous applicants faced with that 'said country'.

However, other applicants should not scream out of joy reading this, because this is not a norm. All applicants should still go ahead, and apply for PCC, does not matter you receive it or not.

As your experience proves, get PCC or not, you still need to apply and have evidence supporting your claim, that you tried for PCC.
