I am not sure now whether there are recent changes on the procedure in Saudi Arabia, because I did it in 2008. PCC were issued from Dhierrah Police headquarters after finger printing there itself, which need to be authorised by Ministry of Foreign affairs Nassariah, based on the Canadian embassy's request.
What to do:
1. You should have letters from Riyadh embassy in arabic, requesting for PCC for you and wife.
Fill the names etc in arabic in that letter.
2.Take both your Iqama and passport and
you only go to the Ministry of Foreign affairs office at Nassariyah Riyadh.
Go to the counter, show the iqama and the embassy letter. They may some times ( to check the names ) ask your passports for verification. But you cannot bring the pasport, show at least photocopy duly attested by your sponsor office.
Pay the fees. They will make a seal on the letter of the embassy.

Both husband and wife take their attested embassy letter, iqama, and of course your passport and go to Dhierra police station where the PCC is issued. Better reach there 8 am next morning. There are two sections for finger printing.One for ladies and other for male. There the finger printing is done. If your finger prints are already in their computer they will exclude finger printing again, but it depends. You cannot argue with Saudi Police. Listen and follow what ever they say. However, it would only take little time.
4. After one week (approx)
you only go to the same office with the receipt and get the original PCC.
Only need iqama.
Should get PCCs translated.
