You dont need to get PCC at a state level, the indian consulate in canada should be able to provide you a PCC. It usually involves a fee ( $20 at the Washington DC consulate) and leaving your passport.
Unfortunately you cannot check online status and have to visit them after 2-3 weeks to see if its been done.
