You can try for residence certificate that is issued by MRO (A letter is issued by MRO for Passport & PCC purpose confirming your residence). You may try this opiton. I am about other locations, but in Andhra Pradesh an application for residence certificate can be submitted at nearest e-Seva.

I have already send and also received the documents by the Visa office. But I have sent with out PCC and I have not received AOR.
Today only I got my PCC, can some one guide me how to send the PCC to the office? OR can I wait till I receive AOR or till the officer request for required document? Please suggest..

You will have to wait until you receive AOR. Along with PCC attach a covering letter with the details like AOR, UCI, Firstname, Last name & DOB and mail it to the following address.

I have Filed the application from India and sent to NS,Canada with immigration office for process as CPP Ottawa and I have received my AOR also
Now I have to send mine and spouse PCC.. Can some one tell where to send If I have applied from outside Canada i.e., India please.

PCC would require upto two address proofs in current location. If your wife has a bank account, get that updated to your current address and then in a week's time (once bacnk records start showing up the new address), request for a bank account statment (ideally issued within the bank, not online). If you are staying in a rented accomodation, add your wife to the lease agreement and put in that as the second proof. With the first proof of her Bank account statement, marriage certificate, your address proof and her second address proof it should be good enough for her PCC.

I believe you have to send to the Visa office to which your application has been forwarded for processing which could be the one you mentioned on your application.
