PCC from Current City or Permanent Address

Hi, request urgent help...

I am supposed to get PCC from India(Citizen) and Finland(stayed for 2 years), my questions is; the PCC from India should be from city mentioned in my permanent address or my current city in India where am residing, how does this impact the application ?

If you are an Indian living in Finland, get it from the Indian mission in Finland.

If you are an Indian living in india, get it from the PSK or police station
