PCC for country where one has lived less than six months?

I'm asking this question on behalf of my friend who'd be applying for PR in Canada pretty soon. He lived in France for around 5 months and would like to know if he will require a PCC from the French government while applying for his PR.

not required you only need PCC if you have lived in any country for 6 months or more.
