Can i apply for qatar pcc before recieving an ita?
Or only when i recieve an ita?

you can.. if qatar is your current place of resindence, PCC should be within 6 months, when you respond to ITA. 6 months doesn't matter, if u have visited and stayed in qatar before and are not planning to visit there before responding to ITA.

I no longer live in qatar. This means i can apply before recieving ita?
 
You can, just remember the validity of the PCC. If you are living in Qatar now, then is valid for 6 months. If you lived in Qatar before and aren't going back, then is ok, no expiration.

"If you are currently living there, or received the police certificate before leaving, the police certificate must be issued within six months before you apply.
If you have lived there in the past, the police certificate must be issued after you last lived in that country or territory."

I hope it is true coz i read somewhere i should send them a letter form canadian embassy stating that it is needed for immigration aater ita

Well in that case the only one who can reply you is the police in Qatar, what i tell you are the rules for CIC, and i never heard anything like that in any country, and i got PCC from 4 countries...
