payment methods for Validated Job Offer

Hi there!
I wanna know that if it is possible that the employee fill the credit card related form "A-0591-F0 "??
Based on http://www.immigration-quebec.gouv.qc.ca/fr/employeurs/embaucher-permanent/demande/frais.html , the employer should fill it but today I called and they said it is possible?
does anyone have similar experience??

You should not be paying any fees that your employer is required to pay. It is not proper for the employee to pay.

This should be payed by your employer, in my case was like that.
