why don't you also apply for PR without birth certificate, an employment contract and any identification or POF while you're at it?

Every work-sponsored PNP nomination would require pay stubs. Not sure how one avoids that - if they weren't an employer-sponsored PNP applicant likely wouldn't have asked the question.
