I am Indian Passport holder and currently in Netherlands. PP shouldn't be sent outside of India, but since I am in Netherlands Can I send PP to ottawa for stamping?

Not a good idea. Request to have your visa stamped at their visa office in the Netherlands. 8)
Also CIC will not send your passport outside Canada or US.

No VISA office in Netherlands, I have to send to Austria which is like My PP has to cross the international borders.
