Passport Request While In Canada

Hello,

I believe I may have asked this before but I just wanted to clarify. I did an outland application for my husband, who is from the USA. He has been here in Canada with me for the past week and his passport request came via email. We have updated his mailing address via the webform to reflect our Canadian address. Since he is already here in Canada, what is the process after we send the documents to Ottawa for his COPR? Can he become landed while here in Canada? What is the best and fastest way to go about things once he gets his COPR?

Once he gets his COPR, have him go to the border, cross into the US, turn around, and come back.
