My boyfriend finally got his PPR this afternoon after getting his TRV refused once. He applied online so he has to submit his passport to VFS for it to get stamped. Our question is, how many days does it take from passport submission to pick up, as our flight to Canada is on December 21? He will be submitting it to the VFS office in Manila, by the way.

Follow-up question, is someone else (his brother, for example), allowed to pick up the passport once it is ready for pickup?
 
From Manila, barring any complications on the case, it's usually available within 2 business days.

I believe it should be available for someone else to pick up with an authorization letter, but have your BF call VFS to be sure.

Alternatively, he can have his passport couriered to him, which would add 1 more business day within Metro Manila.

Does he need to be present when the courier delivers his passport? He works in the province during weekdays so we're unsure if it's better for him to just pick it up or have it couriered.

Authorization letter with photocopy of his ID should be OK if couriered.

Depending on which province (how far away from Metro Manila), it might take a little longer, but shouldn't be no more than 3 business days extra.
