Hello,
I am expecting my passport request shortly from Detroit office. As per the information on their website, passports can be submitted in person to their office between 8:30 to 11:00 am.

Can I send my friend or a relative to submit my passports on my behalf or does it have to be me?

Please advise.

Yes, you can send your friend over there, but you have to give him authorization letter along with your passport.

And also, please take a print out of the mail where it is written that "Passport must be submitted on Tuesday or Thursday". Last time i heard is that Security didn't let some guys into their office cuz they didnt have this thing with him. He then took out he print out from nearby shop and showed to security to get into the office. So better be on safe side. All the best and Congratulations.
 
So if you go to detroit office in person or send a friend, do they stamp and give it to you on the same day with all the paper work.

No, Detroit doesn't do walk ins. http://www.canadainternational.gc.ca/detroit/visas/index.aspx?lang=eng&view=d

Attention:

The Canadian visa office in Detroit no longer offers same-day non-immigrant services. Applicants for Temporary Resident Visas, and Permanent Resident Travel Documents must submit applications by mail only.

"If you applied for permanent residence in Canada and you have received a notification from our office, the Case Processing Pilot Office in Ottawa or the Canadian Consulate General in Buffalo requesting you to submit your passport(s) to our office you may do so in person on Tuesdays and Thursdays between 8:30 – 11:00 am. Your passport(s) may be returned to you the same day. You must bring the notification with you."

Think the one you've mentioned PMM, is related to temporary non immigrant services.

Yes, they give same day service. Last thursday, one of my friend got his Visa stamped at Detroit Office.

Another related question - Does FedEx or any other Courier service in US ship passports out of US to China?

Are they reliable?
 
For the authorization, does it refer to any formal Representative form from cic to fill out? or you just have to write a piece of letter authorizing someone, if so, what have to been indicated in the letter?

It just a simple letter on a white paper with all the details related to you(like passport #, file number etc) and your friend's information who's taking it on your behalf.
