I believe that is the case because the 'final' on mine is left blank but the visa officer indicated in the notes that the SP is approved and gave me an expiration date for it. But I'm applying from the USA and some have already received PPR

I think u will get per very soon since international student will be allowed to enter Canada on 20 October and travel restriction from USA is 21 October
