Passport request from LA office by email -- PR approved?

Hi,

My significant other just received the email from the LA office, which among other intricacies, stated that "We are pleased to inform you that your application is complete." And, a couple of lines later, the email reads that the visas has been approved with a fixed expiry date on them. Now she needs to send the passport and other stuff, but does this already mean that her PR has been approved?

She did her medicals early June and got her PPR late July. She's in Canada.
