I had applied for student permit on 22nd June 2018 and got rejection email on 15th July 2018, but I haven't yet received a passport and even vfs websites don't show any change in the status of the application. If this delay is common? why it is taking so much time? I assume my refusal means that application has been processed a long time ago.

I did contact vfs, but they said sometimes it takes time. I have not contacted IRCC. how do we contact IRCC is there any email?
2 months to return passport? Is it being processed in your country?
You have to use Webform and if that fails call the Canadian number until you get through.

It process in Abu Dhabi for my country, CIC website was showing 11 weeks period process time for my country, so I stayed. Thanks for the help.
