Passport lost While Application to Sponsor spouse was proceeded in Canada

Hi, everyone!
I/m sponsored person. While we applied to Sponsor your spouse within Canada (IMM5289) and CIC started proceed the application, just before to apply for undertaking (Quebec ) my passport was stolen. And also I didn't apply to Extend my Stay or Remain in Canada as a Visitor or Temporary Resident Permit Holder (IMM 5708).
I contacted CIC agents and two go them said different:
* one said - that I am illegal in Canada now and I have to applied to extend my stay.
* another one said - that I have implied status and it is fine to stay while waiting. The only thing if i need to travel outside of Canada I have to apply to have Visitor record. And I will need my new passport when i will need to be checked for PR.

But in my new passport ( I didn't get it yet, i'll have in few months) I will not have any visa, because it's going to be very new.

What I should do? Whom i should believe more?

Did you include an OWP app with your inland PR app? When did your previous status expire?

When did your previous status expire? - I guess it already expired, because first i arrived to Canada a year ago with visitor visa until 2020. But i know that i need to leave every six month the country. So we applied to PR three months after my arrival and i confused and did not apply to expand my status.
Afterwards my passport was stolen. Today I received new passport, but of course there is no visa and any visitor records.

I do not know what to do next : should i apply to verify my visa, or apply for replacement visitor visa, or apply for work permit or what? Considering the fact my passport is new (new number etc)

You're out of status in Canada unfortunately (i.e. in Canada illegally). You should apply to restore your status using your new passport and to extend your stay as a visitor.

Could it works for my case if i apply to change conditions and extend my stay, and in the form explain my situation about passport lost (Applying to Change Conditions or Extend Your Stay in Canada - Worker) ?
In the case I can change visitor to work visa?

You stated you entered Canada a year ago. If you were granted the standard 6 months on entry, you are long past being able to apply for Restoration of Status.

As you have applied inland, you can submit an OWP app. Because you are out of status, it will not be processed until after you have AIP.

There is an option for those who lost their documents TRP (Verification of Status (VOS) or Replacement of an Immigration Document (IMM 5009)). Actually it's me.

Also in form to apply for OWP there is an option to apply for TRP as well as for initial work permit.(IMM5710E)

What is the best for me to do : apply to replace an immigration document or still apply to restore your status using my new passport or apply for OWP including apply for TPR?

You can't apply for verification of visitor status that expired months ago.

TRPs are issued when there are extremely compelling factors involved. You failing to maintain your status doesn't really qualify.

There is no point in applying for Restoration or a TRP. Submit the OWP app.
