Passport has been in Ottawa for 2 weeks! Is this normal?

Hi everyone,

We are an Outland application and my husband's passport has been in Ottawa for 2 weeks now, with GC Key not updated and the mailing tracking number not activated. I didn't think it took this long! Is this normal? I'm worried that stamping his passport could be delayed by the unstable government in his home country, Venezuela.
