Passport full and no empty pages- HELP!

Hello all

my father in law has a visitor visa valid for 10 yrs but his passport is fully stamped and there are no empy pages. He works as a truck driver therefore he hses his passport a lot.He has a new passport now with empty pages but his visitor visa is in the previous passport.
Is he supposed to use both passports?

how can he come to canada with this?
Any advice is appreciated

As long as the visa expiry date is not passed, the visa in the old passport is very much valid even if your passport is full and new passport has been issued. As mentioned earlier, ensure that your father always carries both the passport everywhere. Better to stick both the passport with a double side adhesive tape.
