Passport from Punjab to Ahmedabad and now to Delhi

I submitted my passport to the courier provider in Punjab on Jul-21 and it was showing it was delivered to Ahmedabad on Jul-24 and today its showing its in transit and has been dispatched to the IRCC office through the VAC Ahmedabad office for further processing. I didn't understand this.

Because IRCC office is in Delhi. VAC itelf cannot issue visas. Punjab appears to me is merely a courier post.
