Passport from different country other than home country or Canada

Hi

My friend is in a situation where he has to go to Europe for a project requirement. He has applied PR under CEC in Feb'13 and expecting medicals anytime. His project is for 6 months and he has a question on sending the Passports in case of a passport request between this 6 month period. Please suggest on hw to send the passport and where to , the timeframe , within which he has to send the passport. Thanks.

Looking at the current timelines and the fact he hasn't got his medicals yet - he may well be able to finish his 6 month assignment before his passport request. In any case, the passports need to be sent to CIC, so as long his country doesn't have an issue of sending passports by mail, he can send it to CIC from anywhere and get it same way back.

Is it possible to submit the passport at the local Canadaian Embassy in that country in case if the passport request comes within the 6 months period. Please advice.
