i think it doesnt matter...he can apply with his current passport...cz i dont think by applying in July he wld get a PPR on september...so when his Passport wld expire he can get a new one in couple of weeks...wht i mean is he will need a new one on PPR...so he can submit his application on his current passport.

see, In CIC website they hav eclearly mentioned that if you change address or family new members are the things to inform them. However, what you must need to do is to get new passport, get notorized copies for both the new one and cancelled one. Send them to CIC. I mean they will update your profile automatically.
