Canadian immigration at the airport seized our passports and landing papers as we did not bring our new born baby (4 months) to Canada because IRCC never issued her the visa despite us reaching out to them several times, sending her passport, birth certificate and paying her application fee. However, they let us stay in Canada by providing us a true copy of the passport and further examination papers. What should we do?
 
I assume they gave you a receipt for the sieved documents? What does it reference in those for the reason the seized the documents. You haven't provided enough information to offer any advice, other than to retain legal council.
 
They only gave us two documents one is a further examination document and the other that we acknowledge Canadian immigration has seized our documents in which we signed and gave a copy to the immigration. This happened on 24th august when we landed and told us if we don’t hear from them earlier to call them on the given number.

reason on the seizure document is mentioned : “accompanied minor of xxxx”

You shouldn't have traveled to Canada and landed until you heard back from IRCC and were able to add your child to your application.

IRCC had already issued all our visas (spouse and three children) so we thought it would be ideal to travel get the PR and sponsor our new born baby.
When CBSA officer took our case she said she knows this is not a malicious act but a misunderstanding. She gave us a contact number and asked us to call CBSA office and speak to her on the 12th of sept for the decision.

Unfortunately this was the wrong thing to do.

See what they say on September 12th. You should be fine. However what you did was the wrong thing to do and contrary to IRCC's specific instructions.

It’s mentioned in the IRCC website, if you don’t want to encounter any delay you can land here and submit for Sponsor visa. So I don’t see where did we go wrong? We sent IRCC all the documents of the baby and waited for 3 months before landing but no response so we thought it would be ideal to come and issue sponsor visa.

I'm not sure which IRCC page you are referring to. You can certainly sponsor a family member later. However it's required that they be added to the application as either an accompanying or non-accompanying family member ahead of leanding. This was the step you didn't complete since you didn't wait for confirmation from IRCC.

If there is a change in family composition / new family member, the requirement is to add them before landing. Right now it's taking 4-6 months to add a family member after sending all of the documents to IRCC. Once your child was added, IRCC would have issued new COPRs to the entire family (including the child).

What's done is done. You should be fine since you submitted the paperwork to add your child months ago. If IRCC raises any objections on the September 12th call or you don't have a conclusion on that date, then consult with an immigration lawyer.
