passport card usa

I see a lot of info here on passport requesra for visa, question is my DH only has a passport card for the usa as we dont do air travel only land. When it comes time for him to submit his passport will that be an issue?

Passport cards aren't accepted by CIC. The applicant needs to have a valid passport for the PR process. (A copy of the passport must be included when the application is submitted.) If the applicant doesn't yet have a passport, they need to obtain one before they can even apply for PR.
