hi,
i and my wife are in for last 5 years. recently we attended our oath ceremony. here we live in a home, only my family,me,spouse,children. my brother-in-law lives at Montreal.
can i put his name as a guarantor for our application?

Yes, but you need his signature on form and photo.

is it important that his passport should have the more than 1 year expiry date?
can he be guarantor of my children also?
i want to send forms by Currier. is it okay if I send one envelop containing 4 separate application package for all of us? or need separate envelop?

1- His passport shouldn't be expired for more than a year.
2- Yes he can.
3- One envelope should be good.
 
I need to know that if I cannot find a guarantor then will it cause any delay in getting my passport?

It might cause delay.

You will have to fill a form 'in lieu of guarantor' and get it notarized

Don't you have a friend or co-worker that can be your guarantor?
