as I review documents, I see that immigration never did an interview with my partner and I have CIC copy of 'Confirmation of Permanent Resident' and his copy----both NOT signed.

I called CIC and they say he has to go to POE and 'land' once again.

I would have thought going back to the airport (Toronto) to get necessary signatures and stamp would be good enough ? The Visa expires end of April

Anyone can advise ?

What do you mean they "landed"? If they did a proper PR landing, then immigration officer takes 1 copy of COPR (with photo) and that is used to apply for PR card. Other copy is filled in and given to new PR.

Did they "land" at an airport on international flight, land border, or at CIC office?

Perhaps they entered Canada as a visitor only and didn't actually do PR landing? In this case, you'd have to go to nearest land border to actually "Land" as PR. You can't do this at airport unless you are entering Canada on an international flight. So if you're in Toronto then you would need to drive to Niagara Falls to do this.

he landed at Toronto from Mexico. His English is not good. I think you are correct----he must have gone in a different line, but he says that's where they told him to go. So I guess he needs to go to POE ?

He needs to go to Niagara Falls to the USA land border (i edited my last post to mention this). Make sure you go before COPR expires.

You could also book an appointment at local CIC office, but that could take months to get an appointment.
 
To make it clear, he needs to tell the immigration official that he is here to immigrate to Canada and show his COPR documents. The official should then steer him in the right direction.

Interesting ! didn't realize that was an option. I guess the disadvantage of this is it will take him longer when he goes for 'citizen' in 5 years ? Any other disadvantage that you can think of ?

It can take a number of weeks to get an appointment at the local office and he needs to officially land before his CORP expires. So if his CORP expires in April, you may not get an appointment at the local office in time. I would drive down to the nearest land border.

If you go to Niagara Falls asap, then it will only delay things by a week or so. So no big deal.

If his COPR is expiring soon and he needs to land, this is basically your ONLY option. He won't be able to apply for SIN until he lands, and the 3 months wait for OHIP will begin only when he lands. So best to do it asap.
