I'm an international student studying at the University of Manitoba (3rd Year).

I have 10 semesters as part-time. Since this will lead to PGWP refusal. I'm not sure what to do at this point. I'm seeking guidance and suggestions desperately but haven't found the right advice yet.

Not sure what advice you want. You need to complete a program that you are in full time to get PGWP.

1. Should I complete the degree and try to get the pgwp with the explanation letter or swtich to a 1 year diploma.
2. If I transfer credits to a different university, wil that still considered as part time study?

1. How can you explain 10 part-time semesters? maybe one, but chances are low that IRCC will approve a PGWP with that many. You never know.
2. Your transcript doesn’t change. Again you need to ask IRCC.

If your priority is to finish the program but you don't care if this leads to a PGWP and you don't care about getting PR, then finish the program you are in now.

If your priority is the PGWP / PR, then swtich to a completely new program and restart your studies from scratch. Make sure you finish this program as a full time student in each semester. You will then qualify for a PGWP based on the length of this second program.
