Part-time OHIP application

Hello all,
My spouse is working as a part-time sales associate (25 hours/week), and she is on an open work permit. Can we apply for OHIP?
If we cannot because she is not working full time, how many hours should she work to be considered as full-time?

In normal situation they expect work permit holder to have full time work (32 hours but not sure) but since it's pandemic and all you can call service Ontario to find out here's the number 4163261234
