this is to prevent imigaration frauds. once someone is in canada they wanna bring everyone in their family to canada to.

but because u r are the sponsor it doesnt really matter. put a side note explaining ur case u will be fine.

if ur wife already has kids from before or had a husband from prior mariage then she needs to fill this. but if she dont has kids from before or before x husband then its ok.
i recomend sned ur application from Damascus Syria very fast. tehran embassy takes long.

NO! This is incorrect. You send your application to Mississauga. You ALWAYS send the application to the Case processing centre in Mississauga, regardless of where you apply from (for an outland application). The application will then be sent to Damascus which handles are PR applications for Iran. Tehran handles all the other types of applications -- tourist visas, work permits, etc.

CoolAmir, I think they are really just trying to be explicit by stating upfront that just because you are given PR it doesn't mean that your spouse & children will be given PR automatically. For instance, there are always situations where someone may apply for PR and then fail to/forget to mention that they are married or have children and then expect that they can be sponsored at a later date when the original applicant reaches Canada. This is not the case. You have to declare your spouse/CL partner and children at the time of your application (or certainly before landing) otherwise you can never sponsor them in the future. Since you are sponsoring your wife, this doesn't really apply to you. But I would still fill out the form. I don't think you have to write a separate letter explaining anything. It will be pretty clear what the situation is.

That declaration is in the Part 3: Information guides specific to geographic regions which it states are "Specific instructions that sponsored relatives must follow vary according to their place of residence."

That is for the sponsored person to fill out, not the sponsor.

It seems to me that if Immigration takes the timeto put it in their package, they probably want it filled out.

That part of the document is preceded by the heading "Appendix A Document Checklist - Immigrant" and states the following "If any of the documents listed below are missing, your application will be returned"

That says to me that the Immigrant is the one filling it out.
 
My husband has children from previous marriage(who are his dependent, but not coming with him to Canada) and we were not able to get any info about them (copies of passport, passport photos, medicals were not done). So he filled this form in and notarized it and we included in our application.
During the interview the officer asked about children medicals, and my husband mentioned this form. The officer took a look again and said that the form is old. They asked to wait and prepared the new form, stating basically the same with the different wording and different format. He had to sign it, officer assistant was kind enough to be his whiteness so we didn't have to search for the notary in Poland.
Anyway, if you re in the same situation, I would recommend to fill this form in.
 
I think you have the wrong form.That form i believe is for someone trying to immigrate to Canada himself/herself who is not already a citizen or PR.

Actually, that form is part of the 'part 3 application forms' for immigrants whose visa office is the middle east.
 
This form is called Separation statement - have to be filled in if the applicant has dependent children under 22 years old and who are NOT going to accompany to Canada. As I said per officer it's an old form, but anyway has to be filled in.

This form is also for East Europe.
 
First of all thank you for all your comments. I guess due that my wife was never married or has no children, it doesn't matter if we fill it out or not, right? What if in future she wants to sponsor her parents?

If we do sign it, do we have to do Notary Public? which it doesn't make any sense in forging countries such as IRAN, I guess it means by going to a lawyer then translate it. A Lawyer will never sign an English form. So I am just going to write NA on this form LOL?????????
 
Coolamir, yes, according to the instructions, it has to be witnessed by a Notary Public. It doesn't have to be a lawyer. Would you be able to find an English speaking Notary Public? I would just fill it in with your name as her spouse since you can't really say that she has no spouse! But the form won't have any effect on you at all since you're already a Canadian citizen. It won't have any impact on being able to sponsor her parents either. In order to sponsor her parents to immigrate, she will need to prove that in the 12 months prior to submitting the application that her total income meets the Low Income Cutoff (LICO).
