I am asking this question for people whom I know who are 55 and 54 years old, respectively and would like to come to Canada on a work permit so that they can live together with their son (a Canadian PR who is applying for Canadian citizenship). After he gets the citizenship, he will be able to sponsor his parents under the Family Class so that his parents can stay in Canada permanently. The 2 parents don't have lots of education and skills. Are there businesses willing to sponsor and hire people who are around this age for unskilled minimum wage jobs like cashiers, stockers, security guards?
 
He doesn't have to wait until he has citizenship to sponsor his parents for PR. He can sponsor them before he has citizenship. However he does have to meet the low income cut off to qualify as a sponsor. Only a small number of sponsorship applications are accepted per year and the application cap for this year has already been reached. Once an application is accepted, processing takes several years.

If his parents want to come to Canada earlier to work, they have to find employers willing to offer them full time jobs and who are also willing to go through the LMIA process. With a job offer and approved LMIA, they can then apply for work permits. It's typically extremely difficult to find employers willing to go through the LMIA process - especially for unskilled worker. For an LMIA to be approved, the employer must prove they advertised the job and were unable to find a Canadian for the role. As I"m sure you ca imagine, this is difficult to prove for unskilled roles.
 
I thought that the Family Class visa processing times have been drastically cut down so that sponsors will get an answer in a year at most?

Yes - the processing times have been cut drastically. It used to take 8-10 years. Now it's probably going to take 3-4.

I don't know where on earth you heard it would only take a year for the entire process - but that's bad information.
 
Meanwhile, the parents can still come here using the Super Visas right as the Family Class applications are being processed?

for a super visa of course the son needs to commit to financially support the parents and also meet a minimum income threshold. The parents could not work on a super visa and also not sure how would be viewed if a PR sponsorship was in process given for a super visa need to demonstrate ties to return to home country.

They can apply if they qualify - however there is no guarantee of approval. They cannot work while in Canada on a super visa.
