Parents visiting Canada for the first time on tourists visa

My parents are planning to visit Toronto for the first time and bring about 75 silver coins with them to give gifts to all the extended family here. Their value will be less than 10,000 CAD for sure. Do they still have to declare it at the customs? Will they have to pay a fee for it?

Be sure it is less than 10K CAD. Bring the silver calculation (printed with attached latest silver value) with you if you are asked.
