Hi Seniors,
Currently my parents are visiting me in Canada and i am a PR holder. They landed in Canada on sept 24th 2018. I was planning to apply for super-visa for my parents. I know as per cic mandate you cannot apply super visa inside Canada, but it needs to be applied outside Canada. As my parents are old i was planning to apply super visa from st.pierre (French Territory in atlantic). My question was
1. Should the applicant has to be in the country where the passport is issued, or they can apply from any country for which they have authorization to travel and legally admitted to that country?.
2. If it is possible, is there any format of letter of explanation which i can use to convince visa officer to grant super visa from other country where your legally admitted?.

Where a visa is applied for is determined less by the postmark on the stamp and more by where the applicants are residing. If you're thinking about taking Air St Pierre from St John's, or the ferry, over St Pierre for the day to put an application in the mailbox, that would not necessarily convince CIC that your parents are in St Pierre.

Applicants must prove that their ties to either their home country or their current country of residence are greater than Canada in order to be granted a visa, as it is proof they will live. If your parents are in St Pierre when you apply, I imagine they will not be staying there long-term, so proving ties there may be a challenge. If they will not return to their home country, how will you prove that their ties elsewhere are greater than Canada?

To answer your question, anyone may apply for a visa from any country where they are admitted. However, TRVs are regularly denied when applicants have little or no ties to the country in which they are currently resident. The TRV form will ask for the status of your parents in the country from which they applied - they would likely need to mark "tourist" in France. This will be a red flag for a TRV application.
